The Reciprocal Recognition Agreement (RRA) between The Society of Operations Engineers and The Hong Kong Institution of Engineers were commenced since 10 October 2008, For the past three years, some SOE members had successfully applied through RRA process. This seminar is especially organized for those planning to apply for the member of HKIE through RRA as follows:-

- to report the current application status for the RRA between SOE and HKIE.
- to advise the mechanism to enable members to progress Associate Membership, Membership or Fellowship of the other on receipt of an acceptable application for the member of HKIE.

Technical Visit on SuperTerminal 1 at Hong Kong International Airport FULL

SuperTerminal 1, which locates at southeast corner of the Hong Kong International Airport, is one of the largest and most technologically advanced air cargo facilities in the world. The 390,943 sq. m. facility, which cost US$1 billion to build, can handle 3.5 million tonnes of cargo a year and was designed specifically to manage cargo in the smartest possible way. Employing state-of-the-art logistics technology and automated handling systems to control cargo precisely and efficiently, SuperTerminal 1 also offers a wide variety of purpose-built facilities to meet specialized cargo needs, such as Container Storage System, Box Storage System, Closed-circuit Television, … etc.

This visit will provide an opportunity to members to understand the operation of SuperTerminal 1. Some sophisticated logistics technology and automated handling systems will be introduced.

The main purpose of this course is to provide the participants with the fundamental principles, skills and guidelines needed to carry out effective energy audits in accordance with the Building Energy Efficiency Ordinance. After taking the course, the participants would appreciate the approach to identify energy saving measures and perform quantitative analysis to predict the energy savings, environmental and economic benefits. Moreover, the participants should be able to measure and verify the performance of implemented energy saving measures.

Technical Seminar on Minor Works Control System

The Minor Works Control System (MWCS) has been fully implemented on 31 December 2010. In order not to violate the legal requirements of the new system, any member of the public intending to carry out minor works should employ prescribed building professionals (PBP) and/or prescribed registered contractors (PRC) to do so.

The MWCS introduces a new category of building works, a total of 118 items of building works have been included as minor works subject to the control under the MWCS. The size, location and respective criteria of each item of minor works are set out in the Building (Minor Works) Regulation. These minor works are classified into three classes (Class I, II and III) according to their scale, complexity and risk to safety.

The speaker is coming from Buildings Department and this technical seminar will provide an opportunity to members to understand overview, application and benefit of Minor Works Control System.

Technical Seminar on Green Data Centers Energy Efficiency & EU Code of Conduct

Hong Kong is one of the financial and information technology leaders in the world. There are more than hundred of data center / co-location sites in different size in Hong Kong. Operating and maintaining such kinds of critical facilities with reasonable energy costs are challenging.

"How to operate Data Centre efficiency?" Although the question has been studied by consultants and measured by field's professionals, still, standardized guideline is not available until the European Commission launching the first version of "Code of Conduct on Data Centers Energy Efficiency" in October 2008. The British Computer Society (BCS), a chartered institute for IT, launched an award system "Certified Energy Efficient Datacenter Award" (CEEDA) to recognize and reward best practice in data center energy efficiency. It guides organizations to meet the needs of increasing carbon legislation, reduces energy costs and benchmarks them as leaders in data centre energy efficiency.

SOE is one of the leading institutes for E&M operating efficiency. As a good start, we first launch an introductory seminar in energy management for data centre in Hong Kong as a pioneer.

Technical Seminar - Sustaining a Green Future

This seminar will introduce LED Lightings, Solar Power Systems as well as different approaches in carbon reduction energy saving systems with sustainability development environmental managements.

Programme Highlights:
(1) Introduction of the Society of Operations Engineers;
(2) Introduction in LED lightings with proper thermal managements;
(3) The Why in the failure of LED lights and lamps with the importance of new concept in thermal balance theory for proper performance by cheaper cost high temperature superconductance thermal cooling and balancing in LED lightings;
(4) Different renewable energy systems with enhancement by multi level power generations;
(5) Ceramic high temperature superconductance as major sustainable environmental carbon reduction energy saving systems; and

Indoor building environmental or air quality is one of the most important design considerations for building professionals. Researches prove that good indoor building environment can contribute to better health and productivity of occupants. This workshop consists of four technical sessions. Each session will focus on one particular topic on indoor environmental or air quality control and management. After completion of the workshops, you will also gain an understanding of ventilation strategies for controlling indoor infectious disease in hospitals and environmental tobacco smoke controls in casino. The Minor Works Control System (MWCS) has been fully implemented on 31 December 2010 under Buildings Department (BD). In order not to violate the legal requirements of the new system, any member of the public intending to carry out minor works should employ prescribed building professionals (PBP) and/or prescribed registered contractors (PRC) to do so.

CLP Power Smart Grid Experience Centre is the first exhibition and education facility of its kind in Hong Kong. The Centre will help raise public awareness of smart grid by showcasing the features and benefits of smart grid together with the latest smart grid-specific technology and development. It will also demonstrate the research and development projects currently undertaken by CLP Power in this area.
Smart grid development is in line with an emerging global trend of power grid modernization that will see transmission, distribution and metering infrastructures being integrated with advanced digital and communication technologies. The smart grid incorporates reliable and efficient infrastructures and intelligent systems and installations together with advanced monitoring and management solutions. By using a variety of sophisticated technologies, the smart grid will support renewable generation and utilization, strengthen power grid resilience and engage customers more actively in energy saving and demand side management.

Climate warming and energy shortage are the largest crisis experienced and faced by human beings to date. Transition towards a low-carbon and green economy has become the trend of world economic development. Energy conservation, green energy and sustainable development issues gradually become a national concern and focus. Many countries recognize "Smart Grid" in promoting development of low-carbon technology and regard construction of smart grid as a strategic infrastructure investment.
Objective of smart grid development is to build a green, efficient, reliable, stable and modern infrastructure in order to meet the electricity demand of social economic and development, respond to the challenges of environmental resources, meet the requirements of the development of diversified energy sources, and fulfill the various customer services.
A smart grid is simply a more intelligent electricity network, with the ability to understand, respond to its users and intelligently integrate generation and demand. A smart grid is not a single technology or technological innovation but a collection of elements and technologies that interact and coordinate to provide a functioning network.
Due to the usage patterns of electrified transport which show very 'spiky' behavior in the evening, the distribution networks may have to cope with much greater peaks in energy demand then seen currently.
By utilizing smart charging cycles for Electric vehicles, a smart grid could avoid the substantial demand peaks that could occur with a significant market penetration of electric vehicles.
High penetrations of district and domestic distributed generation could be added under a smart grid, as a smart grid can enable large multidirectional flows of power through the system, compared to the unidirectional flows from generation to demand currently seen.
Many experts consider the greatest challenge to the adoption of a smart grid to be the integration of the various technological components into a single, standardized grid.
Framework and set of regulatory standards are also both a technical and a policy challenge - requiring government, regulator, utility providers and smart grid technology companies to work together to develop sensible and implementable solutions.
The smart grid will handle and process large quantities of data, a significant amount of which will be related to customers' energy usage, billing and personal information.
Refer to the consumers' engagement; small domestic consumers will have the ability to participate directly in the electricity market, with the ability to sell electricity from micro generation to the grid and the potential to shape their electricity consumption to the current price of energy. These advantages,however, come with significant changes to the way customers interact with their energy supplier.

In recent year, Hong Kong Government encourages community, industry, commercial and public sectors to create a greener city. Environmental friendly products are now become concern for building developers and O&M industries on producing more sustainable environment to their occupants. "AUGREEN" block wall system is mainly made of chemical gypsum which is a by?product come from power plant. It is absolutely an environment friendly product for internal partitions with the features of light weight, fire proof, sound proof, reusable, recyclable, etc. This product has been awarded "Hong Kong Green Label Certificate" under the product category of Building Products Using Recycled Materials since 2008.
The production line of "AUGREEN" block wall system is located in Panyu District, Guangzhou. This factory visit is to understand the whole production of block wall as well as the related building services operation during the production process.

Technical Visit on DSD Shatin Sewage Treatment Work

Everyday, the people of Hong Kong produce some 2.9 million cubic metres of sewage, enough to fill up 1,160 standard-size swimming pools. About 93% of the population are now served by the public sewerage system. The Shatin Sewage Treatment Works serves Shatin New Town, Ma On Shan New Town and the surrounding villages. The Works is designed on a three stage approach. Stage I and II of the Works were commissioned in 1982 and 1986 respectively. The originally designed dry weather flow capacity of Stage I and II of the Works was 205,000 m3/d.

Modification of the Works in 1991 improved the removal of nutrients but has reduced the capacity to 150,000 m3 /d to provide a longer retention time in the aeration tanks of 11 hours instead of the original 8 hours.

In order to improve the water quality at the Tolo Harbour, effluent from the Shatin Sewage Treatment Works is pumped to the Kai Tak Nullah via a 7.4 km tunnel.

A contract intends to formalize an agreement between two or more parties, in relation to a particular subject. Contracts can cover an extremely broad range of matters, including the sale of goods or real property, the terms of employment or of an independent contractor relationship, the settlement of a dispute, and ownership of intellectual property developed as part of a work for hire.

"Pay When Paid" contract clauses have become a fairly common tool used by general contractors to limit financial liability to subcontractors in the event of an owner's insolvency. In a nutshell, they provide that a general contractors's obligation to pay the sub is contingent on the general contractors being paid by the owner. If the general contractors isn't paid by the owner, the general contractors has no obligation to pay its sub. This seminar will introduce the contractor is entitled to payment within a reasonable time of completing its works, notwithstanding a pay-when-paid clause and the question of whether the main contractor has been paid by the employer.

Marine debris is a serious and worsening problem in marine and coastal environments worldwide, and Hong Kong's waters and coasts have not escaped this problem. The International Coastal Cleanup (ICC) is a meaningful activity that primarily focuses on raising awareness of the coastal and marine pollution problem in order to bring about changes for the benefit of the coastal and marine ecosystems. It reflects a society's level of understanding of its responsibility towards environmental protection and pollution control as well as the performance of Hong Kong waste management system. SOEHK also support the Green Council to encourage, educate and participate into an activity of Coastal Cleanup in Hong Kong coastal. As same as 2010, SOEHK held a Coastal Cleanup 2011 in society basis and invite all interested members, related family members and volunteer to participate this activity: In order to enhance the communication between participator, BBQ party will be held to gather after Coastal Cleanup in the afternoon.

This is the seventh intake of the certified carbon auditor training course. This course has been announced by the Environment Bureau of the HKSAR Government as related to energy-cum-carbon audit projects meeting the training requirements for a professional engineer to register as a qualified service provider to certify energy-cum-carbon audit projects under the Environment and Conservation Fund (ECF).


The emissions of carbon dioxide (CO2) and greenhouse gas due to power generation, transportation and other industrial/commercial activities have caused serious climate change and environmental impacts worldwide. Each corporation should immediately implement carbon-reducing measures to mitigate the problems. The first important step is to carry out a carbon audit to identify the sources of carbon emission and quantify the carbon footprint of a corporation.


The HKSAR Government is taking the lead to promote carbon audit. HK$450 million has been reserved under the ECF to subsidize energy-cum-carbon audit projects and energy efficiency projects for building owners in Hong Kong. The scheme is very much well received by the professional societies and the general public at large. As an active professional institution and one of the green partners in Hong Kong, the Energy Institute is in full support of this initiative by providing timely and quality certified carbon auditor training course to train up more engineers and professionals to appreciate carbon audit and to acquire the necessary skills to conduct the professional carbon audits.

The Certified Carbon Auditor Training Course is designed for engineers and professionals in Hong Kong. After taking the course, the participants will be able to: 

  • appreciate the function of carbon audits as a means to help business sectors and corporations in estimating their carbon footprints thereby setting objectives to manage and reduce the footnts; 
  • understand the basic carbon audit processes and learn the skills to undertake such audit, with an appreciation of Hong Kong's requirements in carbon auditing; and 
  • establish network in the carbon business through certification as certified carbon auditor with the Energy Institute in UK, which has a membership of over 14,000 individuals and 300 companies all over the world.

Energy Solutions include Energy Monitoring AND Energy Management. Technical Talk on Innovative Duct Static Pressure Reset Program for Traditional VAV System

Variable Air Volume (VAV) system has been widely adopted for controlling the air distribution in commercial buildings. Reducing the air static pressure of the airside system can reduce the energy used by the central fan. Optimisation of the VAV system could be achieved by introducing the duct static pressure reset program but it is not always possible since it depends on the availability of feedback signals from the VAV boxes.

For buildings where the VAV system has not been equipped with sufficient direct digital control (DDC) feedback signals, static pressure reset control logic cannot be effectively implemented due to the absence of required feedback parameters of each VAV box from the DDCs. Swire Properties has pioneered an innovative control logic which can be used in this type of buildings with similar energy saving potential. This technical talk would cover the following topics : „h

  • Implementation of VAV system in office buildings and the operation problems – a general review
  • The difference between traditional and modern control application for VAV system

Introduction for Road Transport Engineering Session:

What is the running speed in kilometer per hour to be defined as High Speed Railway (HSR) from mass transport system in comparison with the existing norm of railing speed in 2011?

The Study and Definition of Engineering in High Speed Railway System is for improvement on a sustainable engineering topic about the technological breakthrough from traditional diesel-electric to energy conversion technology on electric HSR which began in Japan since 1987, and became a rapidly growing development in Europe and Asia since last century. We, by now have learned that HSR is defined to be an average speed of 200 kilometer per hour or higher. Recently, PRC has already built the world’s longest HSR network in service as of January 2011 including 120,000 km of conventional communicable rail lines with top speed of 380 kilometer per hour.

Introduction for Plant Engineering Session:

The economic cycle including recession is unpredictable and undesirable to engineering management professionals especially to operations engineers, for it carries an extra burden for the planning and budgeting work. As a result greater pressure, which squeeze more value out of existing assets as well as tighter capital budgets, are typically demanded to them.

Technical Talk on "Achieving Safer & More Reliable Lift Performance by Improvement and Modernization Works"

Similar to the other transportation, lift is a mode of transport which we use regularly. Although the existing lifts were installed to the safety level appropriate at that time, there have been many technological changes in the last decades. In view of higher expectation from users on safety standard and protection, it is therefore necessary to enhance the safety of all older lifts that have been running for ten, twenty or more years. Those older lifts can be operated more effective, safer, reliable and comfortable through regular maintenance and improvement works.

In response to the public concern on lift safety, the Electrical and Mechanical Services Department (EMSD) has reviewed the safety devices of the older lifts and identified seven improvement items extracted from the latest safety standards. These items would be a very good reference to lift owners for enhancing lift safety where especially they are important items under the current regulation in Hong Kong. As such, Building Services Operation and Maintenance Executives Society (BSOMES) and The Lift and Escalator Contractors Association (LECA) have jointly organized a technical talk to promote the enhancement of lift safety by implementing the necessary improvement and modernization works.

Profound and detailed understanding on environmental protection strategies and progress in the next five years is important for the citizen in HKSAR. Castle Peak Power Station is located in Tuen Mun, New Territories of Hong Kong and is one of the largest coal fired power stations in the world. It was constructed in the 1980s as the means to meet high growth in Hong Kong's electricity demand. Safety is a crucial component of CLP's overall sustainability. With inherent risks associated with the construction, operation and maintenance of power plants, and the generation, transmission and distribution of electricity, CLP's business demands the highest attention to safety. No one should be injured as they perform their work. Their obligations in this regard extend not only to the employees but also to all partners, contractors, and anyone who legitimately enters any of their facilities. Nothing compares with the importance of ensuring that CLP colleagues and partners go home to their families safely from work every day. CLP has consistently put zero incidents as a goal. This site visit will be arranged an opportunity to let the participants to lean more health and safety in CLP's Power Station.

Water is an essential element to the livelihood of a population and the impact of water scarcity has become an especial focus in today's society due to the everincreasing need for clean water. The more stringent requirements for potable water supply and sewage discharge along with the limited resources available force many decision makers to search for new technologies and practices in order to sustain the demand from the society. Treatment technologies, drainage and network management, modeling in environmental water management have therefore advanced rapidly in the past decades in order to cope with these changes.

COURSE HIGHLIGHTS
AIBE, SOEHK & AIIB proudly present a 30-hour CPD course for professionals who intend to apply for the credential of Chartered Environmentalists (CEnv's). This status of Society for the Environment (SocEnv) establishes professional environmentalists on a par with other professionals such as CEng's and Chartered Scientists. This course aims at helping applicants for CEnv's to fulfill the third (knowledge demonstration) of fou minimum requirements for CEnv via SOE (a listed Full Member Body of SocEnv), which are:
1. Be a full member of SOE.
2. Have a minimum of 12 units of knowledge and/or experience.

The World Summit Award (WSA) is a global activity to select and promote the world's best e-Content and most innovative ICT applications. It offers a worldwide platform for all who value the creative use of ICTs and who are committed to making today’s information society more inclusive.

WSA is based on a unique mechanism of a global contest supported by national selections of best practice and a sequence of content-focused national and international events, content conferences and promotional exhibitions.

WSA was initiated by Austria in 2003 in the framework of the United Nations' World Summit on the Information Society (WSIS) and is organised by a global partner network, coordinated by the International Center for New Media. WSA partners come from governments, private sector and civil society in over 160 UN member states.

WSA implements the UN agenda for the development of the information society and supports specifically the UN Millennium Development Goals of ending poverty, hunger and disease, providing education for all, saving the environment and giving a fair share to women through the use of ICTs.

iProA has been WSA’s official China partner since 2003. In previous years, the Nomination of China is co-organized by the iProA and the Internet Society of China. "To be in the right place doing the right thing facing the right direction at the right time" is the way of harmonious living with the natural environment. By being in harmony with the natural environment, even if you are in the built environment, you can be benefited to have improved health, improved productivity, improved talent and improved mood. That is the knowledge and observed natural laws handed down from ancient Chinese. By modern terms, they are "environmental friendliness", "green living" and "sustainability". What is important to us is how to study such knowledge logically, systematically and scientifically. Throughout the years, AIBE, with the support from distinguished speakers, has been promoting this study to friends in this region. We conducted a similar course last year, a review of which is attached herewith for your quick reference.

Climate change has become a challenge to the international community. Since 1977, the Association of Energy Engineers (USA) has offered programs that address energy and carbon issues. The Certified Carbon Auditor Professional (CAP) is an international professional training course on carbon audits and carbon reduction strategies. Regarding carbon training and certification, the CAP certification was the first internationally accepted program to be offered in Hong Kong. This training course is widely accepted and used as a measure of professional accomplishment within the energy/carbon management fields. It is the standard for qualifying carbon audit professionals both in the United States and worldwide and is endorsed by the HK government. The CAP program is a custom-tailored course for Hong Kong and includes instruction on HK's new reporting guidelines: "2010 Guideline to Account and Report Greenhouse Gas Emissions and Removals for Buildings of Commercial, Residential or Institutional Purposes in Hong Kong".
