SOEHK Support the 17th Conference of the Electric Power Supply Industry (CEPSI)

SOEHK was invited to support the 17th Conference of the Electric Power Industry (CEPSI) as held on Macao from 27-31 October 2008.

As stated by the Organizing Committee of CEPSI. Since its inception, the biennial Conference of the Electric Power Supply Industry (CEPSI) of the Association of the Electricity Supply Industry of East Asia and the Western Pacific (AESIEAP) has grown by leaps and bounds and has becomes the principle communications platform for interacting with executives, managers, and professional involved in every sector of the electricity industry ¡V from power generation, to transmission and distribution, and customer management in the Asia Pacific region.

The CEPSI 2008 is scheduled to be held at The Venetian Macao-Resort-Hotel from 27-31 October 2008 and it is hosted for the first time by Macao, a city that is undergoing a fast-paced economic development brought forth by the casino boom and motivated in contributing to balancing power generation and environmental protection, and organized by Companhia de Electricidade de Macau ¡V CEM (Utility company of electricity supply for Macau). The grand opening ceremony arranged on 27 Oct 2008 with officiating guests included Lau Si Io, the representative of the Macao SAR Chief Executive, Secretary for Transport and Public Works; Mr. Li Benjun, Deputy Director of Liaison Office of the Central People¡¦s Government in MSAR and other officiating guest.

As mentioned by the OC Chairman of CEPSI, Franklin Willemyns, the goal this year is to raise awareness of the need to balance energy production and delivery against the impact on the environment. This can be done by drawing on our collective knowledge and experience to provide solutions to the challenges. The five-day conference and exhibition promoted the sharing of views and experiences between participants by providing a forum for exploring new ideas and technologies.

Our Chairman, Mr. Jeffrey Yung, Hon Treasurer and Chair of Publication, Mr. K C Lau were invited by CEM to participate this meaningful event and played a role as Section Chairman for two technical sections for ¡§Quality Services¡¨ and ¡§New Technology ¡V Diagnostic Tools and Methods¡¨ respectively. The technical sections were conducted very successfully with some quality and interesting presentation and discussions.

Signing of Reciprocal Recognition Agreement (RRA) between The Society of Operations Engineers (SOE) and The Chinese Mechanical Engineering Society (CMES)

We are very please to inform you that SOE had signed RRA with the CMES on 20 October 2008 at CMES¡¦s headquarter in Beijing. The purpose of the Agreement is to provide a mechanism to enable both members to progress membership and engineer registration of the other on receipt of an acceptable application. It is definitely milestone for the development of SOE in mainland China.

Signing of Reciprocating Recognition Agreement (RRA) between The Society of Operations Engineers (SOE) and The Hong Kong Institution of Engineers (HKIE)

We are very please to inform you that the SOE had signed RRA with the HKIE on 8 October 2008 at SOE headquarter. The purpose of the Agreement is to provide a mechanism to enable both members to progress Associate Membership, Membership or Fellowship of the other on receipt of an acceptable application. It is definitely the milestone for the development of SOE in Hong Kong.

The RRA arrangement was initiated on 29 October 2003 during SOEUK¡¦s delegation team led by Mr. Mike Edward the President in 2003, played a visit to the Hong Kong Institution of Engineers (HKIE) with SOEHKR core committee members. Both parties had exchanged the views of membership development and collaboration.

After three years of tremendous growth of members and rapid development of SOEHKR, Mr. John Eastman, President in 2006 led the executive team including both UK and HK core members to visit HKIE again on 06 November 2006 and agreed to establish a working team for future Reciprocal Recognition arrangement. The working team supervised by Professor Edmund Chuk with advice from Ir Prof Louis Lock and led by Mr. Jeffrey Yung with team member of Mr. P K Chan, Mr. Eric Fung, Mr. K C Lau and Mr. Simon Tsui from SOEHKR.

The working group had followed up with the HKIE diligently and reviewed, commented and provided feedback for the Agreement and finally a mutually agreed Agreement was formed and the signing ceremony was formally held on 10 October 2008 at SOE headquarter in UK. The great move was a result of proficient leadership of Professor Edmund Chuk and contribution from very enthusiastic and devoted team members.

As supported by our UK headquarter, SOEHKR already moved to Lai Chi Kok to strengthen our membership services in Hong Kong. We certainly welcome new ideas and suggestions and contributions from all of you to the Society as we work together can certainly achieve much more for the Society. Reciprocal Recognition Agreement Between Society of Operation Engineers And Hong Kong Institution of Engineers Is To Redefine Hong Kong¡¦s Engineering  Landscape

There is no doubt about the fact that the success of any society largely depends on its leaders and other incumbents. The same philosophy applies on to the Society of Operation Engineers - Hong Kong Region (SOEHKR) as well and its success has been largely depended on the proficient leadership of Professor Edmund Chuk.

Hong Kong is a challenging landscape not only for normal businesses, but also for not-for-profit societies such as SOEHKR. There is a stiff competition among all types of societies to gain new members while retaining the existing ones. The SOEHKR has faced this challenge with great success so far. Being the Chair of Membership Committee, it is no easy job to deal with competition on increasing the new memberships while retaining the existing members in tact.

Knowing the strategic importance of making strategic alliances, a series of hectic negotiations have been made with Hong Kong Institution of Engineers (HKIE) to engage onto a Reciprocal Recognition Agreement (RRA). Under the guidance of Professor Edmund Chuk, my team comprised with Ir Prof Louis Lock, Mr. Jeffrey Yung Mr. Eric Fung, Mr. K C Lau and Mr. Simon Tsui have worked very hard in various occasions to make the roadmap for the RRA. The valuable inputs from our Head Office, SOEUK were of great use in this regards.     

The RRA is expected to be signed in a ceremony on October 2008 and this RRA is sure to bring ample opportunities and establish new synergies to both SOEHK and HKIE in the years to come.

The CMES Beijing Visit

18 January 2008


It was a cold morning on 17 Jan 2008. Representatives from Hong Kong, Macau & Taiwan Liaison Office of China Mechanical Engineering Society (CMES-HK) and The Society of Operations Engineers-Hong Kong Region (SOE-HKR) had formed a delegation to visit the Head Quarter of CMES in Beijing.

The Delegation was headed by Prof. Edmund Chuk- the Life Honourary President of SOE-HK. It was also comprised with Ir. Jeffrey Yung- the Honourary Secretary of SOE-HK, Mr. P K Chan-the Chair of Membership Committee of SOE-HK, Mr. Eric Fung-the Chair of the External Committee of SOE-HK, Ir. Simon Kwok-the Vice Chair of the Membership Committee of SOE-HK and Dr. C W Li-the Vice Chair of the External Affair Committee of SOE-HK. The delegation had received a warm welcome, on arrival at the Beijing Airport by Ms Nany Zang-the Secretary of External Affair of CMES. There was a grand welcome to the delegation on their arrival at the head office of the CMES. With the presence of Mr. Zang Yam Min-the General Secretary of CMES, Mr. Li Xian Zheng- The Vice Chairman of Industrial Engineering Institution, Mr. Zang ¡V The General Secretary of Logistics Department, Ms Tian Yuan-The Secretary of External Projects and Ms, Nany Zang-the Secretary, a meeting concerning the RRA of professional status of both Societies had been commenced. In a few hours of friendly discussion, both the parties expressed their ideas, which had ultimately led to a sound, mutually agreeable conclusion. Subsequently, both the parties had entered into a Memorandum of Intent. This Agreement is sure to bring favourable results and create synergies in both the Societies in the future with respect to RRA and other matter of importance.

Degree of Success

In today's highly competitive business world, the right university degree can make or break your career, particularly in Hong Kong.

In recent years, UK-based universities have become keen competition for local institutions, largely because of their heavily funded research bases. "There's a clear need for UK qualifications when it comes to tertiary education," says Edmund Chuk, professor at INTI College Hong Kong.

INTI is a listed company on the Bursa Malaysia (Malaysian exchange), which collaborates with Hong Kong- and Singapore-based private tertiary education provider Swastika Education Foundation Ltd to manage a UK BA (Hons) Business Administration degree programme.

The programme was launched four years ago in Hong Kong. "When Swastika undertook the responsibility to manage INTI College Hong Kong, I already foresaw the market potential for top-up bachelor programmes here. Top-up degrees are an interesting concept and their success is largely dependent on how the concept is marketed," explains Dr Chuk.

Varied curriculum

The comprehensive programme covers practical modules such as international business, marketing communications, business research and strategic management. Students must complete a dissertation as part of the degree requirements. These reflect current business practices in Hong Kong and elsewhere; and assessments are based on practical work, including case-study analyses, research on recent business practices and presentations.

"The advanced curriculum is designed to help local students understand modern trends in both the international and local business arenas," Dr Chuk remarks.

Swastika's academic team has a sound understanding of contemporary market trends in various disciplines and applies this knowledge to the programme, Which balances assignments and exams so that student can gain knowledge without being subjected to heavy study loads. The aim is for students to be able to use the knowledge they gain in the job market.

"The other key feature is that we closely monitor our students' progress and offer help whenever they need assistance," Dr Chuk adds.

The degree programme is geared towards a range of target groups. "We mainly focus on those with higher diplomas, advanced diplomas or associate degrees, while also welcoming people with substantial work experience in business and management capacities," explains Dr Chuk. The programme also welcomes students with Hong Kong Certificate of Education Examination (HKCEE) and HKAL qualifications.

One of the major reasons for launching the top-up degree programme was to assist Hong Kong's working adults to continue their higher education in a more practical and realistic way. "For a number of reasons, many people do not continue their education after high school and end up in the workplace, only to realise after some time that they have to upgrade their qualifications to remain competitive. Our top-up BA degree helps to address this need," Dr Chuk remarks.

Transcending barriers

The degree programme has gained popularity among foreign students from countries such as Pakistan and Indonesia wanting to broaden their knowledge in the business administration field.

The programme's entire curriculum falls under the supervision of Coventry University in the UK. The university, established in 1843, focuses strongly on quality with regular assessments by external examiners from other reputable UK universities.

In addition to the guidance by Coventry University, Swastika employs highly qualified lecturers to run the programme. The staff and lecturers at INTI College Hong Kong are dedicated to their students and aim to provide a holistic academic experience in which students are encouraged to grow personally and professionally," stresses Dr Chuk.

The education institution is equipped with a full range of facilities, including an e-library, which is a great asset to the programme.

In short, the programme concentrates on imparting knowledge that can be applied and practiced in modern businesses. "Candidates who are looking for career changes, expecting promotions or even looking for a job for the first time could greatly benefit from the programme," Dr Chuk concludes. Si

Occupational Safety and Health Seminar on ¡§Preparing for the next Influenza Pandemic¡¨

Institution of Occupational Safety and Health (Hong Kong) organized an Occupational Safety and Health Seminar on ¡§Preparing for the next Influenza Pandemic¡¨ on 27 September 2007, co-organising with SOEHK and other institution such as HKIE-MMNC, HKIE-SSC, HKARMS, CILTHK, ISA, HKIUS and SRSO. This seminar was well attended by over 150 participants.

At the beginning of the seminar, Ir Dr Vincent Ho, the chairman of IOSH (HK) delivered a welcoming speech to the guest speaker Dr. Nelson Wong who is in charge of corporate medical scheme services at Dr. Vio & Partners.

Dr. Wong introduced the nature and symptoms of Seasonal Influenza & Bird Flu, and explain why Bird Flu has the potential to be the next Pandemic. He highlighted and discussed the goals of a Pandemic Influenza Preparedness Plan and associated activities; as well as the implementation of antiviral stockpiling at corporate level, which is an important tool for the corporations¡¦ survival during a Flu pandemic and also explain how household-based interventions and the targeted use of antivirals may reduce the impact of a Flu Pandemic.

The Seminar was ended with a vote of thanks to Mr. Dr. Nelson Wong by James Cheung, who expressed the gratitude of IOSH (HK), SOEHK, HKIE-MMNC, HKIE-SSC, HKARMS, CILTHK, ISA, HKIUS and SRSO for Dr. Wong¡¦s presentation.

Professional Review Interview for registration as Incorporated Engineers in Hong Kong

A professional review interview for incorporated engineer (IEng) registration had been conducted in Hong Kong on 3 August 2007. The President, Mr. Ian Ling and Acting Chief Executive, Mr. Nick Jones were invited to be observers. That was the second time of executives of SOE headquarters came to Hong Kong for the interview of Chartered Engineer / Incorporate Engineer on since the establishment of SOE Hong Kong Region in 2003. The interviews were conducted successfully and in professional manner.

There were total two interview sessions on that day, each interview took one and a half hours. The penal of interview included Professor Edmund Chuk, Life Honorary President; Ir Professor Louis Lock, Chairman and Ir Jeffrey Yung, Honorary Secretary of SOE Hong Kong Region.

Prof. Leung is a Senior Advisor of the SOEHK; he has demonstrated outstanding achievement in the fields of engineering, education and arts. Without doubt, he has thereby made significant contributions to the betterment of SOEHK, various academic/professional institutions and the contemporary society at large. SOEHK Delegation Visited CMES in Xinjiang

21-25 August 2007

As invited by Chinese Mechanical Engineering Society (CMES), the Society of Operations Engineers (Hong Kong Region) organized a delegation to Xinjiang of China from 21-26 August 2007.

The delegation formed by Ir Jeffrey Yung, the Honorary Secretary, Mr. PK Chan, the Chair of Membership and Professional Standards, Dr Lee Chi Wah, the Vice Chair of External Affairs and headed by Life Honorary President, Professor Edmund Chuk.

A series of activities were arranged by CMES including visit wind turbine generation plant and petroleum extraction facilities. The Xinjiang Mechanical Engineering Society had organized a gathering dinner for all senior members of CMES and SOEHK. All participants enjoyed a fruitful trip.

Ir Professor Louis Lock, the Chairman of SOEHK, expressed the vote of thanks to over 38 VIP guests from the UK, Mainland China, Macau and Hong Kong, and more than 400 engineering and related professionals for their unfailing/usual support. Mr. Nick Jones, SOE Acting Chief Executive, emphasized that it was particularly encouraging to see at the first hand all the hard work being done by the SOEHK members, on behalf of the SOE. To recognize the contributions of organizing committee, Ir Jeffrey Yung, the Honorary Secretary, presented a souvenir to Mr. Eric Fung, the OC Chairman. The feedback from most of the participants was encouraging and they were able to meet most of the key professionals in the gathering. The arrangement of the dinner was professional designed and implemented. It was a memorable event and the participants had enjoyed a wonderful evening.

SOEHK Presented The Development of Macau to Strategic Management Student of IFT in Macau

As invited by Prof CHENG Soo May, Ir KC Lau, Chair of Internal Affairs of SOEHK had delivered a talk to IFT¡¦s student on 17 May 2007at IFT in Macau with Prof Edmund Chuk, Life Honorary President of SOEHK and Ir Jeffrey Yung, Honorary Secretary of SOEHK. Ir KC Lau shared the experience for rapid development of Macau.

The great success of project management to make sure project to be completed on time, within budget and good quality was very impressive. Prof Chuk also gave a brief introduction for the role of Plant Engineer and SOEHK. After the talk, a discussion panel was formed by Prof Edmund Chuk, Ir KC Lau and Ir Jeffrey Yung and the student from IFT expressed great interesting for the success of project management by adopting Construction Manager. Effective communication and concern of energy efficiency were also hot topic for discussion.

In the afternoon of 21st April 2007, the Society of Operations Engineers (Hong Kong Region) organised a Special Grand Conferring Ceremony.

In the Ceremony, the Certificates of the Professional Review Interview and the Technical Report Option have been awarded to the Assessors whom have completed the trainings held in November 2006.  Besides, our SOE Honorary President ¡V Prof. Edmund L Y Chuk has assigned the following members to be the Assessors for the coming Professional Review Interview and Technical Report Option respectively.

The IRTE professional sector of the SOE launched a new Code of Practice

Dear SOE HK Members

On the 29th March the IRTE professional sector of the SOE launched a new Code of Practice:

"Coupling or Uncoupling & Parking of Large Goods Vehicle Trailers - Guidance for managers, supervisors and trainers" 

In her foreword Dr Elizabeth M Gibby of the HSE says that the Code of Practice "has good advice for everyone who has responsibility for the safety of large goods vehicles and drivers".  At the launch, John Parry Engineering Director DHL Exel Supply Chain announced DHL Exel would be adopting the procedures contained in the document.

2005 SOE Industry Lunch

Arundel House, the headquarters of the International Institute for Strategic Studies, situated on the banks of the Thames in Central London, formed the location for the prestigious 2005 SOE Industry Lunch.

The annual lunch, which brings together business contacts and colleagues from other institutes, is also used as a forum to present awards to worthy recipients.

This year, Honorary Fellowships were awarded to John Woods IEng and Edmund Chuk CEng. Both Honorary Fellowships were awarded for exemplary work in the field of plant engineering. Edmund Chuk, who has recruited over 800 members for the SOE, travelled all the way from Hong Kong to receive his award.

The artificer of the year award was also presented to Staff Sergeant Jonathan Paul Smith from JT NBC Regt QMT, RAF Honington. Each year, around 70 REME (Royal Electrical and Mechanical Engineers) are selected for Artificer training and to win Artificer of the Year is a huge achievement.

Finally, BES member Cliff Carr IEng was awarded the Norman Arnold Salver for long service to the Bureau of Engineer Surveyors.

Over 80 guests enjoyed lunch and were addressed by President John Eastman EngTech and SOE Patron John Ratcliff CBE.
